Abstract: Universal service is one of public functions of government and fundamental work in the system engineering for a harmonious society. Owing to the beneficiaries live in remote place, so the marginal cost of universal service is high, meal while The objection of power enterprises is inconsistent with a government's public functions. In order to encourage power enterprise to undertake universal service, government should provide the cost compensation that is based on the associated costs of universal service. For disclosing the real cost, this paper studied the conditions of individual rationality and incentive compatibility of the power enterprise undertaking universal service. Finally, it contributed a theoretical basis for the cost compensation.

Abstract: By taking energy consumption as the dependent variable, urbanization and industrialization and energy prices as independent variables, a model of multivariate linear regression is built to estimate the influence of urbanization and industrialization on energy consumption. The results show that GDP, proportion of industrial added value in GDP, and the proportion of urban residents will increase China's energy consumption; the proportion of tertiary industry in GDP will reduce the energy consumption; and there is a negative time trend of energy consumption because of the influence of technological progress and energy policy. China’s energy consumption in 2015 is predicted by the regression equation with some goals of urbanization and industrialization in the 12th Five-Year Plan of China. The prediction shows that energy consumption will maintain an average growth rate of about 6% during the period of 12th Five-Year. At last, China’s energy policies are analyzed from the industrial structure, energy price and energy saving technology and so on according to the results of linear regression model.

Abstract: Petroleum industry has made tremendous contribution on the government tax revenues of China. A model is established to analyze petroleum industry’s impacts on government tax revenues of China in this study based on the Input-Output approach. Petroleum industry’s impacts on government tax revenues are divided into direct, indirect and induced impacts. The research results suggest that the total impacts of extraction of petroleum and processing of petroleum on government tax revenues in 2007 are 176.6 billion CNY and 404.0 billion CNY respectively; extraction of petroleum has more direct impacts on government tax revenues given one unit output added, processing of petroleum has more indirect and induced impacts.

Abstract: Based on statistics from China Energy Statistical Yearbook, this paper studied basic reserves, production and consumption, spatial and temporal distribution of primary energy in 30 provinces of China by geographic information system. Result shows that primary energy resource is limited and unevenly distributed, mainly concentrates in part of northwest and northeast regions. China produced and consumed about 50% of the world coal in 2009, and imported more than 50% of crude oil from international market to meet the demand. Consumption of nuclear power and hydro power are increased year by year, yet still lower than developed countries, production and consumption of per capita of energy increased to 2.06 tce and 2.30 tce. Biomass resources are aboundant in China, with energy potential of as high as 1.17 Btce in 2030, which can be used as an important energy supplement. It is of great significance to promote the utilization of biomass energy for sustainable energy supply of China.

Abstract: In recent years, Energy Service Company (ESCO) has been vigorously promoted around the world to engage the challenges of energy efficiency and security, as well as the intensification of the sustainable environment management. Since ESCO were launched in 1980s, ESCO has gradually integrated various service innovation elements, may including innovation sources, service value activities and service externalities. This study aims to assess the service innovations and the service package structure within ESCO. The fuzzy analytic hierarchy process (FAHP) is used to resolve the multi-goal problem for achieving our research purposes. That is, this research attempts to reveal the service package structures for the purposes of ESCO with having service innovation elements. The results first show that service value activities is the most important object to the development of service innovations within ESCO, followed by the service externalities and innovation sources. Additionally, selective service package structure would be the more advantageous service package structure utilized in meeting the ESCO goals.

Abstract: Japan and China are the powers of energy consumption and importing. Since Japan’s Fukushima nuclear accident, the question of nuclear safety will influence on Japan's energy strategy. After the nuclear crisis, Japan will adjust their energy strategies, increase oil imports, expend its energy competition with China in the Far East, so, China will need a strategy to deal with this changing situation.

Abstract: Controlling total energy consumption reasonably is a vital task for the 12th Five Year Energy Plan. It has important meaning for energy conservation to build the index system of effect factors on total energy consumption. This paper analyses problems in influence and variations of total energy consumption in Henan Province, extract eight indexes which have certain effects, and the data during the period from 1978 to 2004 is analyzed by using principal component regression analysis using SPSS19.0 statistic software. The experimental result reveals that the factors related with economy development are the major driving force of total energy consumption; the increase of secondary industry proportion will lead to a considerable growth in total energy consumption; in addition, total population and urban proportion growth promote the growth of total energy consumption as well.

Abstract: Based on general characteristics of the Wumishan reservoir, the hydrogeology model is founded. And the problem of no more space for adding reinjection wells, the mathematical descriptions and influent of hydrothermal transportation, thermal break-through and the flow feed path with the different fracture zone were emphasied. According to simulat ion of the different models, a new ideal strategy about the reinjection wells was put forward, which can be set in the periphery of geothermal zone. And more heat can be extracted from the reservoir rocks through the reinjection activities. The pressure and temperature field of the reservoir will be controlled even though the injected cool water moves forward to the product zone, the water level and temperature field can be more stable with the reinjection models.

Abstract: The hydropower, as the renewable energy, the development strategy of which is the important part of China’s whole energy development strategy in the 12th Five-Year Plan. The insufficient capital injection of government is the main restriction factor of the hydropower development. The paper introduces the Public-Private-Partnerships (PPP) theories and practices, combining with the situations of China’s tight financing policies, sufficient private capital stock and so on, analyses the main problems on China’s hydropower financing and then builds the PPP structure to solve the problems, expounds the advantages, supports and safeguard measures of PPP structure. The paper puts forward the ideas that considering the hydropower project is quasi commonweal infrastructure, it is necessary for the governments to give rational compensation or Taxes and dues preferential policies to the SPC in order to guarantee stable cash flow and reasonable return on investment.

Abstract: According to the characteristics of new energy source industry, a theoretical analysis on the influence factors of enterprise credit risk of new energy source industry, such as financial factors, technological innovation capability, enterprises growth, technical features and so on, is carried out. Taking the listed companies of new energy source industry in China as samples, through the factor analysis method, an empirical analysis on the influence factors of enterprise credit risk of new energy source industry is realized. The experimental results show that the debt service factor rank first, its interpreting ability to enterprise credit risk is 30.136%; the innovation and growth factor rank second, its interpreting ability to enterprise credit risk is 17.936%; however, the influence of other factors, such as operating factor and regional economic factor, etc, on enterprise credit risk is relatively weak.
