Abstract: Having become the tool to resolve the watershed environmental protection and local development contradictions, ecological compensation has been drawing increasing attention. Conflicts in environmental protection and regional development of the middle route water source area of the South-to-North Water Transfer Project urgently need to be resolved by the ecological compensation. However, the ecological compensation remains unsound yet. The author of this paper introduces the existing ecological compensation policy of the middle route water source area, analyzes main problems existing in ecological compensation policies in the middle route water source area, e.g. lack of legislative support for ecological compensation, insufficient researches on compensation standards, limited channel of funds and unsound evaluation mechanism and ultimately puts forward some suggestions on the improvement of ecological compensation policies of the water source area.

Abstract: This paper takes Shandong Province as an example, by using grey system forecast theory; the GM (1, 1) model of electric power consumption is established. The electric power consumption from 2011 to 2015 in Shandong Province is forecasted and the forecast accuracy is verified, which offers the reference value for Shandong Province electric power planning in the future.

Abstract: China’s energy planning problem was concluded to the energy portfolio optimization problem which was solved by multi-attribute utility theory and genetic algorithm methods. A fundamental objectives hierarchy was established to structure the energy technology alternatives. Based on this hierarchy model, weights and utilities of energy resources were calculated by the multi-attribute utility theory. The Evolver decision tool was used to find an optimal energy portfolio by the genetic algorithm. The results indicated China should reduce coal and nuclear power in the future energy portfolio.

Abstract: The AGC (Automatic Generation Control) bring external effect for other units, power companies, users and society with its externality. Unreasonable compensation will undermine the enthusiasm of AGC units. At the same time, AGC has a supply-side attributes of common resources, and it may have a "free rider" behavior in four dimensions of capacity, quality, cost and price. According to two exclusive ideas of compensating external benefits for AS and increasing the cost of exclusion, it builds evaluation indexes system and sets up the basic model for compensation mechanism of AGC, then taking an example to analysis in which it reflects the narrowing gap among units’ profit and the recovery of units’ marginal social cost.

Abstract: Water shortage and water pollution problems are becoming more and more serious nowadays; it gives rise to the use of reclaimed wastewater as an additional source of water supply and an efficient method of reducing and preventing water pollution. Tianjin is a rapidly growing city in both population and economy while water scarcity is intensifying and water pollution is deteriorating; also reclaimed water reuse in this city has just started. This study aims to find out the potential to realize sustainable development utilizing reclaimed water, and prove the feasibility of local government plan of Tianjin. This study mainly utilizes computer simulation to accomplish the comprehensive evaluation with LINGO programming. The simulation model will forecast the social and economic developing trend of Tianjin with the introduction of developed technology. According to scenarios, this research can give policy-making basis on implementing reclaimed water utilization to realize environment and economic development in Tianjin from 2010 to 2020. Furthermore, it can provide the specific developing plan to establish the sustainable development target, such as construction plan of new sewage plants, financial support, and reclaimed water distribution. Simulation results show that reclaimed water can be effective in saving water resource, reducing water pollutant and improving economic development in the catchment area.

Abstract: Based on the Wuhan City Circle, this paper will concentrate on how important it is to develop and promote the Two-oriented energy, especially for the construction of the Two-oriented society. Then the concept of Two-oriented energy will be introduced. In the following, the paper will generalize the development and promotion of the Two-oriented energy as well as its development initiatives. Finally, it is to present the shortage of the construction of the Two-oriented energy in the Wuhan City Circle and some countermeasures.

Abstract: With the growing interest in clean energy, and the natural gas market maturity in China, there is a strong need to introduce as soon as possible a regulation system covering the mid- and downstream natural gas business to ensure a harmonized approach to gas industry development. Adopting a consistent regulation system for the mid- and downstream natural gas industry that establishes the fundamental rights, obligations and regulatory principles would provide a clear legal expression of the government’s policy and strategy for gas industry development and the ground rules for the operation of the gas industry. Such a regulation system would, therefore, help create a more stable investment and operating environment, reduce uncertainty and investment risk, and consequently lower the cost of capital.

Abstract: Economic development is increasingly dependent on the availability of modern energy services. Coal accounting for 70% of total primary energy supply is the most key energy source in China. Thus, it is very important to sustain the growth of coal supply. This study research mainly the development mode of the modern coal mine in the large-scale coal bases in China. Construction scale of mine is discussed, together with mining technology and methods, safety facility, management system and environment protection. The author’s view about the scale, mining technology and methods, safety facility, management system and environment protection is presented.

Abstract: The consumption of coal is increasing continuously with the development of economy. Coal accounting for 70% of total primary energy supply is the most key energy source in China. Thus, the modernization construction of coal industry is very important for China. The goal of this study is to research the present situation and future tasks of large-scale coal bases and modern mines construction in China. The results show that China is orderly constructing 14 large-scale coal bases. In the large-scale coal bases, more and more modern mines have been built, but Chinese coal industry modernization level still remains a lower level. At the same time, the results show that modern mine construction is not balanced in different bases. Based on the existing experience, therefore, promoting coal production capacity, applying the advanced technologies or methods, and advancing further modern mine construction, are major tasks of Chinese coal industry at present and in the future.
