Abstract: Management Science develops naturally through the development of any science - from simple to complex, from simple to complex controls production control systems, spacecraft, etc. Now science has approached the management is perhaps the most difficult task – to control the person, team, organization, society. The fact that a man unlike any most complex technical system has the properties of activity, ie, its own goals, the foresight to achieve their goals is able to distort the information transmitted by the management body (able to deceive), and is also able to deliberately fail to perform prescribed tasks (plans). The task of managing such active objects and is the essence of the theory of active systems. This article briefly describes the stages in the development of the theory of optimal problem in modern enterprise, which develops, including technical and economic issues tasking and optimal allocation of costs between projects.

Abstract: This paper aims to examine the literatures with regard to the application of system dynamic (SD) in construction project management published from 1998 to 2012 . By using the content analysis method, we divided the concerned literatures into four categories:(1) application in performance; (2)application in analyzing dynamic factors; (3) application in modeling; (4) application in evaluation. Based on the categorical review on the applications of SD in construction project management,we found that SD is an appropriate method for understanding and managing the dynamics and complexity of construction projects from a dynamic and holistic view. However, this research topic are not well developed for the limited literatures and there is still a lot of research work needs to be done. And therefore, the implications for the future research directions were presented and an increasing trend of applying the SD techniques in construction project management research is observed.

Abstract: On the basis of construction engineering quality management and the whole life cycle theory as well as the related theories to value chain, this paper explores the main issues of the construction engineering quality supervision in whole life cycle from the construction project investment decision-making, preparation phase, implementation, completion acceptance and operation phase under the perspective of whole life cycle, and builds construction engineering quality supervision in whole life cycle system which gives priority to the government regulatory system with social supervision as supplement by defining the obligations of each other. The system is expected to comprehensively improve construction quality.

Abstract: The article deals with the practices of how to estimate pessimistic scenarios of construction tasks duration which are based on latent regularities of space-time and space-cost analogies. It is presented herein that planned values of tasks duration are sufficient to be used for optimistic scenarios development. But in case of pessimistic duration it is necessary to consider planned durations and starting points of work tasks, as well as such a discount rate which is used to estimate economic efficiency of an investment construction project under study.

Abstract: For an enterprise to survive in a rapid business environment, the enterprise is required to develop core competencies through the understanding of its competitive advantage. In this study, Porter’s five forces were used as factors to evaluate competiveness while importance-performance analysis (IPA) was used as an assessment framework to evaluate the production competitiveness. An manufacturing enterprise is examined to identify its advantages and disadvantages to facilitate an appropriate competitive strategy.

Abstract: This paper researches the knowledge management system for the decision support system (DSS). DSS is presented by the framework of knowledge management system, and it supports database modeling and data mining; it can define, analyze and track models flexibly. Supporting the key working performance evaluation and these performance models should be shown to the managers in the form of graphical interface directly. It is easy to the leaders and related persons to make specific decisions.

Abstract: Bridges in the small town have a large amount of issues relating to the technology and management due to their long-term development in an out-of-order manner. This article summarize the features of bridges in the small town, analyzes the issues existed in the maintenance management and proposes solutions accordingly.

Abstract: Gear reducer is widely used in various fields of industry, as a kind of sustainable development technology, the remanufacturing of gear reducer is significant and has great potential. This paper introduces the technological process of remanufacturing of gear reducer, the discussion major focus on the key parts, such as gear, shaft, and box. their failure forms are analyzed and corresponding remanufacturing process are presented. The remanufacturing technology extends the life cycle of gear reducer, is conducive to energy conservation and emissions reduction.

Abstract: In such competitive industry environment, if the companies will obtain continuous profits, they must surpass their competitors and enhance their enterprise competitiveness in order to win further customer orders. As to understand the market competitive conditions, Simultaneous Importance-Performance Analysis (SIPA) is able to provide simultaneous analysis of three fundamental concepts – the importance of the competitive character, the performance and the performance of the competitors. This study is based on the electronic materials manufacturing companies in Taiwan. Fourteen items from Order-winners and Qualifiers Criteria as the character assessment are taken for the case analysis of the company and its competitors’ competitive conditions and strategies.

Abstract: Risk management is a kind of activity by economic unit to obtain the maximal safety guarantee at the minimal cost through the identification and measuring of risk, in which reasonable economic and technical means are defined to cope with the risk, and it is also a process of estimating, evaluating and preventing the risk. Based upon the collection and normalization of sample data, determination and training of network structure, by identifying the relationship between input and output, BP neural network establishes risk forecast model of project, then the sample is tested and risk forecast model is validated.
