Abstract: During the next National Twelfth Five-Year Plan period, more and more water conservancy projects will be used agent construction mode in our country. The research of the management performance evaluation model for water conservancy is significant in improving the agent construction system both in theory and in practice. Considering the characteristics of the water conservancy project, a conceptual model of management performance is established, including agent construction structure and agent construction conduct. And a three-dimensional management performance evaluation model of water conservancy agent construction project is constructed based on the SCP (Structure-Conduct-Performance) analysis paradigm. Through literature review and questionnaire survey, this paper further refined evaluation dimension. Finally, a comprehensive and practical performance evaluation index system which consists of the 13 first-class, 39 second-class indexes is established. Thus, lay solid foundation for the performance evaluation and performance improvement.

Abstract: The cost control of the engineering construction project is a complex dynamic system, which is throughout the whole project process, starting from the bid to the end of the project warranty period and every link needs to implement scientific and strict cost control. It is very important to study and work at the cost control of the engineering construction project and to improve the service efficiency of the construction funds. This paper expounds the connotation and significance of the cost control of the engineering construction project, focusing on the analysis of the construction of the project before construction, construction process and construction after the main work links in each stage of cost control methods and measures, which provides reference for the engineering construction enterprise to cost control and improve the level of project management.

Abstract: By connecting Project and Facility managements, the facility acquires a new method during the process management as early as in the initial stage of its life cycle. If a facility manager is engaged in these initial stages, in which parameters of a future facility are defined, he can use his experience and a different point of view to help architects, designers, investor and other participants in the building project avoid errors in design and operation collisions that would come out in implementation or exploitation stages. The aim of the paper is to refer to areas in which it could be possible to influence making decision on properties and parameters of a future facility in conceptual and designing stages and thereby ensure the improvement of the properties that will come out in the exploitation stage as a saving in uselessly expended investments due to errors in project preparation.

Abstract: In order to survive in the fierce market competition, construction enterprise must be able to provide high quality and low cost building products. The cost management level of enterprise determines its ability to obtain economic benefits. The responsibility cost management mode that involves everyone participation could enhance management level of enterprises. To eliminate internal information island and information asymmetry, information should communicate between each cost management department. The responsibility cost management model of internal information circulation covers the whole process of project, the cost of project could be reflected timely and accurately, the sufficient information could provide support for every manager decision, then the effectiveness and overall level of responsibility cost management could be enhanced. Thus, with the help of information system, construction enterprise could form a scientific and standardized management model.

Abstract: This paper explains the phenomenon of vacant land from the perspective of developers’ choosing the timing of project development. We tested the key hypothesis of real options by building a panel data model, using the commercial housing project development data of 35 large and medium-sized cities. The results show that one standard deviation increased in the house price uncertainty reduces the new construction of project by 4.08%. The results verify the key hypothesis of real options and also indicate that Chinese real estate developers’ investment decisions are consistent with the theory of real options. The developers delay the timing of developing vacant land because they notice the values of “waiting”.

Abstract: Comprehensive research and other methods were applied to advance that the purpose of project management is to improve core competitiveness in this study, and it is as a proposition. It is discussed that core competitiveness should be improved by taking economic efficiency enhancement as the goal, management mode improvement as the main body, management process refining as the premise and staff quality strengthening as the purpose. The core of improving project management level is to improve the literacy of managers, including ideological and political literacy, moral quality literacy, professional and technical literacy and physical and mental literacy. It is concluded that the manager capacity structure should be improved in order to improve the effectiveness of project management. Thereinto, learning ability is a prerequisite; planning ability is a basis; decision-making ability is the key; technical ability is the main body; adaptability is the core; cohesion ability is a guarantee.

Project Management for the Construction of a Large Scale Modified UNITANK Wastewater Treatment Plant
Abstract: As more and more work is organized through projects and programmers, project management is becoming increasingly important. Aiming to ensure the project quality, control building progress within a short period and make the cost effective, full-process project management for the construction of a large scale modified UNITANK wastewater treatment plant (WWTP) was conducted and introduced in detail in this paper. Long term operation results indicate that the Qianfeng II WWTP shows good pollutants removal performance and stable operation ability, which demonstrates that these project management methods are practical and could be popularized for the similar projects in the future.

Abstract: In recent years, governments at all levels invested unprecedented development in China, a large number of municipal engineering, infrastructure and industrial projects have been launched, government investment has greatly promoted economic growth. In the construction of urbanization in China in the future, government investment should not be underestimated. However, due to various reasons, the government investment project management exist many problems, which is not conducive to the preservation and appreciation of state assets, and which restricts the efficiency of resource use improvement. The major problems in the management of government -investment projects and the cause of the problem are analyzed, and then the measures for improvement are presented.

Abstract: The rapid development of China’s high-speed railway sector has attracted significant attention from the rest of the world, particularly those countries which are launching their ambitious high speed railway program to stimulate economic growth in the aftermath of the global financial crisis. Experience of Chinese decision makers, engineers and contractors accumulated in the successful planning and implementation of the gigantic high speed rail networks is of great value to be examined to provide best practices to following projects, not just in China. This study identified and discussed four aspects of best practices in high-speed railway construction in China, i.e., workforce management, technological innovation, land acquisition, and environmental protection based on a comparative analysis of several newly built high-speed railway project cases.
