Abstract: There are two kinds of bid evaluation methods in China, which are the lowest bid price method and the comprehensive evaluation method. They have their own advantages and disadvantages, and they can’t replace each other. Especially, the applicable scope of comprehensive evaluation method is wide. Quantifying the technical bid and commercial bid weighted, calculating for each bid comprehensive evaluating price or comprehensive evaluation points, and then selecting a high comprehensive quality unit. The paper aims at the particularity of comprehensive evaluation method. Then to study the content of the construction quality management system, the indicators and criteria, which guarantees the quality of the project.

Abstract: The report deals with projects risk management approaches and methods. The methods are based upon the main provisions of the following standards: International Competence Baseline, published by International Project Management Association – IPMA and National Competence Baseline published by Russian Project Management Association – SOVNET. It is known two types of risk management methods: qualitative and quantitative. Qualitative methods deal with procedures that reduce the risk of risk situations and the quantitative methods allow to produce quantitative estimates of the proposed activities using SOVNET system methodology.

Abstract: The EPC mode is one kind of total engineering management mode. In EPC engineering, the contractor commitments the project design, equipment procurement and construction, etc, which does not mean that general contractor must complete personally the entire construction project. The general contractor of EPC engineering can subcontract a part of the works to some subcontractors. So it is very important for the general contractor to tighten up the management of subcontractors through rules on contract. In the paper, some existing problems in signing stage and performance stage are analyzed. To address the problems, some solutions are put forward, including paying attention to the relevant qualification of the subcontractors audit, setting up warning systems of sub-contract, conducting risk assessment of sub-contract variations, etc.

Abstract: Recently, risk allocation (RA) has become a research focus as a pre-variable for its damaging to the improvement of project management performance (PMP), but the related measured operations were absence. Based on the theory of incomplete contract, firstly, this paper mapped the initial contract,renegotiation and contract efficiency into the whole process of project RA, constructed a three-stage theoretical models including initial risk allocation (IRA) for contracting , project management performance (PMP) and risk reallocation for contract performance, and depicted their measuring dimensions. Secondly, this paper developed RA measure scale based upon questionnaire design and empirical analysis, and the reliability and validity were analyzed. The research guided significance for contractual arrangements for the project RA and exploring relevance to other variables.

Abstract: Cost control of engineering construction project is a complex system engineering, which needs to implement a scientific and comprehensive dynamic management. This paper expounds the connotation and significance of the cost control of engineering construction project, the systematically discourses the project cost management subject program and work content, and considering the engineering practice, emphatically analyzes cost management and cost control measures in the construction phase, to help construction enterprise do the job of engineering construction project cost control, and to improve the service efficiency of funds of infrastructure construction.

Abstract: In recent years, many cities have been broadening the scope of housing security, in order to safeguard low income families, by increasing the low income cut-off and by lowering the thresholds of application for housing security. Firstly, an empirical analysis on the implementation effect is applied in this paper focused on the expansion of low-rent housing security policy in Guangzhou. Secondly, the existing problems during the expansion policy implementation is also concluded in this paper from perspective of working style, effectiveness, security standard, and application experience of residents. Finally, possible suggestions are proposed in this paper for improving the low-rent housing security policy in Guangzhou, in the mean time, providing the reference for the setting and implementation of the expansion of low-rent housing security policy in other cities.

Abstract: Life Cycle Cost of Construction engineering project management is a combination of modern management theory—system theory, cybernetics and information theory combined with the construction project. In this paper, a model of substation life cycle cost is built comprehensively, by making a model for the cost estimating of substation design and construction cost. Meanwhile, the operation loss, operation maintenance cost are analyzed and calculated, the estimate of the retirement costs is carried on. On these basics, analyzes the relationship between the cost, then the numerical example is given ultimately. Eventually, optimal reliability and economical efficiency is achieved.

Abstract: China has already made great progress in development of the legal system of construction supervision in recent years, but the government has not yet built up a perfect system of laws covering all aspects in construction supervision. Relevant laws and regulations in China are far away from flawless state. In order to improve standardization, marketization and legislation of construction supervision in China, we have got to accelerate the speed to legislate a set of laws or regulations that can be regarded as standard rules. At the same time, we are also responsible for supervising the legal system and maintaining the operations of them.

Abstract: According to current research result on the meaning, foundation, and evaluation method of technological innovation of enterprise in Shenzhen, the character of the innovation can be summarized as: utilizing the demand of the current market as a guideline, cooperating with research centers and universities, applying most of the innovation in practice quickly. For the future work, the research could be focused on the factors which might affect the ability of technological innovation. Those factors could be either external such as external finance and government regulations, or it could be internal such as the size of the enterprise. At the same time it is necessary to establish the innovation and evaluation service system for small and medium sized enterprises (SMES).
