Abstract: The internal pressure and external stimulation contribute to focus on supply chain management in construction field. The construction engineering calls for research and practice of construction supply chain management. The paper comprehensively discusses on Data Envelopment Analysis (DEA) method. Combining with characteristics of construction supply chain, an improved DEA was brought out. The method divides overall into a series of core sub-systems. A supply chain relative performance evaluation model was provided based on network DEA. Integrated advantages of traditional DEA and network DEA, the overall performance and sub-process performance were evaluated respectively to achieve overall grasp and local control on construction supply chain evaluation.

Abstract: Based on summarizing the relevant research of domestic and international on the influence factors of international project bidding decision as well as limitations,a comprehensive evaluating index system was built,and then the paper established a bidding plan-selecting method through combing entropy method with multi-objective weighted gray target decision together.In this way,the optimized bidding plan could be selected by computation and comparison. And applied this model to a specific case to illustrate its effectiveness.

Abstract: University education is a basic stage of engineers’ cultivation. The purpose of this paper is to draw instructive conclusions by analyzing differences between Chinese and foreign universities on civil engineering undergraduate education. Teaching methods were taken into consideration. Statistical data in thirty famous universities in China, US and Europe were collected. After comparing differences of civil engineering curriculums from selected colleges, four aspects were analyzed such as the total number of teaching hours, course structure, general education curriculum and practical teaching. It is obvious that specialized courses are taken seriously in Europe universities while general education lessons are valued in American universities. There are also many differences among universities in three regions when referring to approaches of practical teaching.

Abstract: The grey synthetic relational analysis (GSRA) method-based effectiveness evaluation of the electronic warfare command and control (EWCC) system with incomplete information is investigated. The evaluation hierarchy structure of the EWCC system is put forward and classified into the target hierarchy, the rule hierarchy and the scheme hierarchy. Then, based on the analytic hierarchy process (AHP) method and the grey relational analysis (GRA) method, the GSRA method is given to evaluate the effectiveness evaluation of the EWCC system with incomplete information. Finally, an effectiveness evaluation example of three EWCC systems with incomplete information shows the effectiveness of the GSRA method.

Abstract: Against the background of Chinese construction enterprise constructing learning-oriented enterprise, this essay probes into the methods of evaluating the implementation effect of Chinese learning-oriented construction enterprise. The evaluation system of implementation effect of Chinese learning-oriented construction enterprise is constructed from four aspects, i.e. social satisfaction, interior operation, financial position as well as learning and growth and evaluation model of implementation effect is also built based on matter-element model.

Abstract: The developer should apply the idea of sustainable development in each stage and consider the cost comprehensively. In the decision-making phase, the developer should consider the social and economic benefits, demonstrate the feasibility of the project. At the design stage the design unit should make full use of the new technology and renewable resources to design the urban complex. In the implementation stage, the construction unit should control costs within budget and reduce the pollution to the environment. In the operational phase, the tenement and the users should utilize resources circularly and protect environment. Research on sustainable development on the city complex can not only play a positive role for building materials saving, energy saving, resources and the environment protection, but also can have a great impact on the economic benefits of the urban complex and can greatly reduce the operation cost of the late.

Abstract: The engineering contracting enterprises have the following development obstacles including the lower profit level, malignant competition intensified, the lower financing level and the sole industrial structure. Along with the stern challenge of the climatic change in the whole world, the enterprise must apply the low-carbon thinking to reconstruct operation mode. They should use the diversification strategy to widen the enterprise’s competition channel, strengthen the research and development of low-carbon technology to promote the competition level and apply the measures of the high-quality personnel training and the technical science and technology to impetus the management mechanism innovation. These measures provide the highly effective realization path for the enterprise’s sustainable development.

Abstract: Designing principles of concrete structure" is a basis course of Civil Engineering major in higher education institutions. The Three-dimensional teaching mode of "Trinity" on the basis of the combination of classroom teaching, learning on initiative through internet and practice has been discussed in the course.
