Abstract: In the background of climate issues of much worldwide attention, developing low carbon economy has become the mutual choice of all countries in the world. China is now currently facing serious international emission reduction pressure and economy development energy environment restriction. Japan, as an island country with extremely poor energy, is the most active advocator and promoter of low carbon economy, and through many years of low carbon development, it has accumulated rich experience. This paper discusses Japanese environment protection and low carbon path from the mutual interaction role of Japanese garbage classification recycling and low carbon economy, so as to combine Jilin Province garbage disposal feature to analyze our province to refer to the garbage processing mode.

Abstract: Abstract. Combined with the Jiangbei wastewater treatment plant project in Yushu city, Jilin province, China, the design scheme, the system and the function for the automatic control system were summarized. The problems of the great change of water quality and quantity, dissatisfaction of design load and other issues existed in WWTP were solved. From the aspects of control strategy and microbial reaction mechanism, etc., the energy consumption for each processing unit under the control of automatic control system was analyzed. And the system performance and power consumption were evaluated by the WWWP’s operation results. The results show that: the quality of effluent is stable and the energy saving effect is remarkable by the use of automatic control system.

Abstract: The final goal of clean production is to improve utilization rate of resources, reduce pollutant emissions, improve utilization rate of waste,which achieve the best combination of economic benefit, social benefit and environmental benefit. Therefore, this artical starts from the necessity of implementing clean production in automobile enterprises under low carbon economy, and researches on the critical path of clean production in automobile enterprises under low carbon economy from two aspects of the strategic level and tactical level.

Abstract: The adaptive capacity to water resource scarcity is closely connected to social and economic issues and it is one of the key factors of the regional sustainable development. Accurate evaluation of the adaptive capacity is an important factor to understand the development potential of a region. Through introducing the concept of social adaptive ability, this paper combines social adaptive ability with the dynamic evaluation of water resource scarcity and sustainable supply capacity as a new evaluation method. The data from two provincial-level municipalities of China (Beijing and Tianjin) are selected as a case to evaluate regional sustainable development. The results show that social adaptive ability can increase water supply capacity and provide strong support for regional sustainable development.

Abstract: Currently, as the economic development level of Shenzhen International Low-carbon City is relatively low and the industries are low-end, it belongs to the areas with high energy consumption, high pollution and low output. The construction path of the Low-carbon City mainly covers four aspects, namely low-carbon industries, green buildings, low-carbon transportation and low-carbon technology. The Low-carbon City can explore the path for realizing total carbon emission control through establishing regional carbon emission forecasting and monitoring system and carbon source and carbon sink accounting system.

Abstract: In recent years, the phenomenon that global is becoming warmer, natural disasters occur frequently, natural resources and energy are decreasing more and more seriously affects the survival of mankind and the normal production and other activities. In this context, the concepts of “low-carbon economy”, “low-carbon city”, and “low-carbon technology” come into world attention, and low-carbon economy become the main direction of transformation of the resource-based city gradually. Therefore, studying problems about developmental level evaluation and strategies of low-carbon economy for the resource-based city has become an important research topic of scholars both at home and abroad.Facing the low-carbon economic development model, under the background of fully understanding the research status of the resource-based cities at home and abroad and low-carbon economy, the author sum up some problems which the resource-based cities need facing in sustainable development, and put forward concrete solving countermeasures. In order to guarantee the low-carbon economy developing better, the author found a low-carbon economy evaluation index system which suit for the resource-based city, on the base of following the principle of low-carbon economy evaluation index system setting up and the latest evaluation standard. Then taking Daqing city as an example, the author analyses the status of economic industry development in Daqing city and the obstacles existing in the low-carbon economy development of Daqing. At last, it screens 34 secondary indexes, and applies FAHP and DEA method to evaluation. The model gives full play to the features that FAHP can effectively reduce the index weight of subjectivity and DEA is easy to operate and can adjust to the original inputs, and provides theoretical guidance for resource-based cities develop low-carbon economy. Finally, the author submits specific promoting strategies for the resource-based city develop low-carbon economy, which can offer references for the sustainable development of the resource-based city.

Abstract: Because of “high investment, high consumption and high emissions” economic model, high energy consuming enterprises are facing with the shortage of resources and the environmental damage. Current the circular economy model enterprise accounts for the proportion of insurance enterprise is still relatively small, so it is necessary to study the driving mechanism of a circular economy model. From the view of market mechanism driving, system driving mechanism, culture mechanism system and government policy,the paper research on driving mechanism of circular economy mode of high energy consuming enterprises and establish the model. This paper study on the implementation of AMOS7.0 model structural equation analysis, and use the maximum likelihood method to get the result. We get the results that the market mechanism, system mechanism, government policy have a positive impact on business management.

Abstract: Based on a modern statistical model, which is seemingly unrelated model, the paper defines the dependent and the independent variable set of forest ecological benefit, and formulates seemingly unrelated model of forest ecological benefit. Then forest ecological benefits including water reservation, soil fixation, fertility reservation, C02 absorption, atmosphere purify, microclimate improvement, wind sand suppression, flood and draught mitigation, forest recreation, animal protection, plant protection and noise elimination of State-owned Forest Region in Heilongjiang Province were calculated.

Abstract: Traditional enterprise performance evaluation system is to achieve the objective of maximizing corporate value, focusing on the economic consequences, without considering the ecological environment, social responsibility and other non-financial factors, which is obviously inconsistent with the requirements of sustainable development. In this paper, an objective analysis of the existing financial performance evaluation system defects, based on the sustainable development strategy, discussed the performance evaluation of the goals and values, evaluation principles, contents and multiple other aspects of evaluation design, and then build enterprise Performance Evaluation System under the perspective of sustainable development .
