Abstract: Nowadays in the process of formulating and implementing laws or regulations in our country, the existing problem is a lack of an effective mechanism. From incentive policies for building energy efficiency, we can choose economic levers and policy instruments, such as price, tax, financial subsidy, interest rate and so on. The article puts forward suggestion in principle and ensures the development road is applicable to ordinary people, suitable for the sustainable utilization of energy and the harmonious development of society.

Abstract: The rapid development of rural economy has led the massive construction of rural dwellings, while the energy consumption is increasing correspondingly. A field study was carried out in local nine villages of Pearl River Delta, aims to look into actual conditions of rural residential buildings and explore the energy-saving potential, a detailed questionnaire survey was conducted as well to investigate the construction of rural dwellings and the influencing factors in design. The results of this investigation, which focused on dwellings built by residents, revealed that the built form of dwellings is generally Low-rise house, the average storey height ranges from 3.6 to 4 meters. The primary building envelope is 200 cm clay brick wall construction, and not insulated flat roofing, moreover, the high energy consumption of increasing multistorey dwellings has drawn attention.

Abstract: This paper briefly introduces the design and application of ground source heat pump system in a middle school’s history exhibition room and reading room and analyses the project costs and operating costs. After comparison, it shows that the operating cost of the ground source heat pump system is 42560 YUAN lower than that of VRV system a year.

Abstract: This paper based on the Whole Life Appraisal, Value Engineering and Environmental Economics theories, referred the Green Building Evaluation Criterion and Administration Method of Commercial Residential Building Function Appraisal, then built the green building economical appraisal system and integrate appraisal model which based on the fuzzy mathematic principal, expanded the thinking of green building economical appraisal methods.

Abstract: In the background of scientific concept of development and sustainable development, while measuring the sustainability of highway construction projects, we should not only evaluate them in terms of the project objectives, but also make a comprehensive evaluation of its sustainability standing height of sustainable development. This article builds a comprehensive evaluation index system for sustainable development of highway construction projects based on the attribute comprehensive evaluation theory and also studies the dimensionless index of the method and method for determining the index weight, and finally verifies with examples.

Abstract: Building external sun-shading is an important building energy efficiency measure in hot-humid areas. Integrated photovoltaic sun shading, which is of energy saving as well as power production, is one method with great potential for sustainable development of building. This paper extends the external sun-shading modules design and explores the BIPV design possibilities in the area by discussing the combined building skin strategy in hot-humid areas, photovoltaic external sun-shading modules layout and the micro-structure technical analysis. The model is optimized and the specific application in construction is determined through the software simulation of solar radiation shading, indoor illumination effects and photovoltaic shading .The reasonable combination of photovoltaic sun-shading modules and the battery arrangement with different light transmission rate enrich the possibility of the building skin space in architectural heat shielding and aesthetic design.

Abstract: The price of water in China’s current water transfer projects is usually estimated based on the amount of project investment and the operation and management fees. However, it rarely considers the affordability of the users, unavoidably resulting in the estimates of the water’s price cannot be carried out effectively. For the purpose of estimating scientific and reasonable water supply price, AHP process of comprehensive water price assessment of water transfer projects is applied. The process not only considers meeting the supplier’s price of the project’s investment recovery and project’s normal operation, but also considers the affordability of industries and residents. It then takes account of the interests of the supply and requisitioning parties and comes up with a reasonable comprehensive water price. This article is based on the example of Dahuofang water delivery projects. The estimate of comprehensive water price in 2020 is 4.00 Yuan per cubic meters and the user’s bearing water price is 5.06 Yuan per cubic meters. Notably, the comprehensive water price is lower than the affordability of users. Therefore, in the project’s life time, the comprehensive water price not only meets the request of the fiancé and repays to the loan during project operation period, but also meet the affordability of the users.

Abstract: The natural features and patterns of "Eight water Chang'an" is one of important symbols of the Tang Dynasty Culture,This paper discusses from the urban planning level the necessity of constructing the " Chang'an eight water" and its basic principles and methods, explores ways and means to achieve the objective from two levels of the long-term planning strategy and the gradual implementation.The paper propose in the course of restoration "Chang'an eight water" urban landscape basal, an overall planning must be developed from the perspective of urban water environment to change the linear metabolic pattern, and to construct the urban water system recirculating network.With the existing situation of urban water environment, trying to solve on-site problems of urban rain, sewage purification from the self-circulation. Considering the integrated relations among urban water catchment, water storage, water diversion projects and making them penetration with each other, from the point to surface progressively recovering the city "metabolic function" as a basic ecological node to improve the urban living environment.

Abstract: A new photovoltaic/thermal (PV/T) system based on the micro plate heat pipe is established in this paper, and the experimental study is conducted for nature convection, forced circulation cooling and common PV module. the experiment carried out on May showed that the highest temperature were 50°C and 52°C respectively for nature convection and forced circulation cooling module, the daily average electrical efficiency were relatively increased by 13.1% and 6.1% than common PV modules, the total efficiency ηo reached 54.2% and 50.3%, and the primary-energy saving rate were 73.1% and 68%.the result indicates that in the new PV/T system the temperature of the PV modules is reduced, the electrical efficiency is keeping at a high level, and the waste heat can be made good use to get hot water, therefore the solar energy utilization efficiency was raised greatly.
