Abstract: The requirements of “two-oriented society” (resource-conserving and environment- friendly society) is dissected in the urban agglomeration planning, clarifying that the transformation of planning pattern and land resources use pattern should be carried out by the urban agglomeration planning under the “two-oriented society” background and the emphasis of planning should turn to the construction of public space and neighborhood relationship as well as prior layout of green space and urban open space. Through the understanding of regional planning on the connotation, orientation and core target of “two-oriented society”, analyst difficulties and problems “two-oriented society” construction in Changsha-Zhuzhou-Xiangtan agglomeration was currently faced with, research on the establishment of “two-oriented society”, implementation methods and emphasis of regional planning was conducted. Additionally, aiming at the reality of Changsha-Zhuzhou-Xiangtan urban agglomeration, it proposes construction strategies and suggestion for the planning in the context of “two-oriented society” construction.

Abstract: For the contradiction between the current urban public transport system and land use status in many small and medium-sized cities, the purpose of the paper is to present the counterplan framework of the land using mode and to provide mechanism and ensuring for the land using mode that matches the conventional public transit system.

Abstract: In order to optimize the transportation structure of goods and form a comprehensive transportation system where allocation of resources is reasonable and the benefits are maxim with the limitation of resources, the interaction between economy and transportation system is considered. After analyzing the influence of the industrial structure on cargo types, transportation distance, volume and thus the transportation mode, an optimization rule for freight structure is proposed, and then a freight forecast model based on industrial structure and an optimization model of transportation structure for the carriage of goods are built. Also the models are described and calibrated. Finally the countermeasures for the optimal adjustment of the cargos transportation structure are proposed.

Abstract: In recent years, an innovative Intelligent Guidance System for traffic safety under limited visibility conditions appeared and evolved. According to prevailing visibility and traffic conditions, such systems can provide roadway outline reinforcement, vehicle active guidance, rear-end collision warning functions by changing brightness, color, flashing frequency, etc. of the illuminant guidance facilities. Rear-end collision warning function is the marked feature different from traditional guidance facilities. This paper elaborates main principle, system configuration, word mode, control strategy of such system. Especially, emphasis is put on the analysis of key control parameters such as threshold of red lamp duration, quantity of trigged red lamps, which impact practical effects of such system greatly. Regarding the particular rear-end collision warning function, the author use time series chart of trigged red lamps status and list table of key parameters change to induce and optimize key control parameters configuration. The relationship of safe spacing between vehicles, advised speed limit, threshold of red lamp duration and quantity of trigged red lamps is established. And this can be referred to improve the practical effectiveness when such systems are constructed and used.

Abstract: In order to increase driving safety level on freeway, the paper analyzed the affecting mechanism of rainy day, snowy day and foggy day on road traffic safety. Considering that the sum of running distance and braking distance is less than visible distance, theoretical calculation formula of maximum speed limit value on freeway in adverse weather was presented based on the safe distance. Suggestions values of corresponding speed limit were given according to different visible distance, road fiction coefficient and grade.

Contrast Research on Containers Collecting and Distributing System of Guangzhou Port and Dalian Port
Abstract: This paper compares collecting and distribution of Guangzhou Port with that of Dalian Port. From statistical data, we know that inland waterway transport is the leading transport mode in Guangzhou Port while railway transport is the most important transport mode in Dalian Port. Next, the paper compares two modes in respective port, and focuses on similarities and differences in problems in the container collecting and distribution system. At last, we get the conclusion that no matter what characteristics and problems are in two systems, the primary cause concentrates on coordination between actors in the system.

Abstract: Till now, China is still short of science-based indicator system and methodology to evaluate the management and service of public transport operators. Because of this, public transport authorities and operators have no principles to follow when executing the public transport priority strategy. As a result, this paper builds up a set of evaluation indicator system in compliance with the national conditions of China, which can be used to evaluate the management of the public transport operators, to locate the problems and shortcomings of the urban public transport operators in their operations, and to help them improve their service quality. Furthermore, the evaluation indicator system can also provide basis for the government to make public transport investment decisions and allocate subsidies, balance the public transport capacity and volume, reform the make-up of the urban public transport vehicles, strengthen the supervising capacity and adopt the incentive/penalty policy for the public transport operators.

Abstract: In the light that heavy left-turn vehicles and oncoming vehicles conflict at conventional intersection(CI), leading to discontinuity and low efficiency of traffic flow, this paper presents a new continuous flow intersection(CFI) for urban roads. The geometry physical model and design principles of the CFI are illustrated and the CFI is designed from following three aspects: traffic space, traffic organization and traffic control. Experiments taking the CI and corresponding the CFI as the reseach objects are carried on, and performance of the proposed the CFI is validated via VISSIM. Extensive simulation results under five traffic conditions have demonstrated the potential of the proposed the CFI for improvement of traffic efficiency, and the applicability of the CFI in China is discussed considering the characteristics of domestic urban intersections and it indicates that the CFI could be applied to domestic suburb roads.

Abstract: Intelligent Transportation Systems are highly integrated. Many government and business organizations are needed during the construction and operation process. In this paper, the task of construction and operation for ITS is discussed. Construction and operation mode is divided into government dominant mode, business dominant mode and mixed mode. These modes are compared with construction speed, information-sharing quality, service quality and economic benefits to analyze their applicability. This conclusion provides a reference for our ITS construction and operation mode selection.

Abstract: This study analyzes the Chinese freeway-fatality situation to identify areas in which the total harm caused by crashes can be substantially and readily reduced.It provides a comprehensive analysis of the current freeway -fatality situation in China using conventional indices.Results:three areas were identified in which countermeasures have the most potential to substantially reduce fatalities in China: speeding,nighttime driving, Hit rear collisions.Conclusion:While China faces unprecedented road safety issues,this report identifies major areas in which there are opportunities to greatly reduce total harm.
