Abstract: In the open international competitive environment, information technology has become the most critical competitive advantage in gaining access to one of the means. For the small and medium-sized enterprise, the information can improve the management capacity of enterprises, extended enterprises market; enhance the market's rapid response capability and adaptability. This article in analyzes in the small and medium-sized enterprise informationization advancement in the objective demand foundation, studied the small and medium-sized enterprise informationization to construct and to manage the pattern which and the strategy choice question in the process met; to affected the small and medium-sized enterprise informationization using the SWOT law the correlation factor to carry on the comprehensive thorough essence to analyze.

Abstract: In dealing with such problems as imprecision and poor real-time performance in complex maneuverable events detection. A method based on RFNN (Rough-Fuzzy Neural Network) is proposed. Firstly, the minimal rule sets from data samples are acquired by using the Rough Set Theory; secondly, these rules are used to construct the initial scalar values of neural cells in each layer and their relative parameters in the fuzzy neural network; lastly, parameters of the network are acquired by using BP(back propagation) algorithm. The experimental results indicate that RFNN take advantage of the sample data features effectively, reduce the number of rules, simplify network structure, improve the precision of detection and the performance of real-time.

Abstract: The relationship between power industry and the national economic development are being more and more closely associated. The power companies supported by the government policy and attention in the stock market has gotten the developing priority, and has also been becoming one of important blocks on the stock markets. Use DEA method, select the appropriate input and output indexes, analyze the relative efficiency of the power companies and give evaluation of the results. Not only power companies, the majority of the shareholders, but also political decision-makers could get references from DEA evaluation.

Abstract: Top management team (TMT) who are in charge of the right of decision-making and control, determine the rise and fall of the enterprise. Therefore, it is important to research systematically TMT. This paper, on the basis of research results at home and abroad, establishes evaluation index system of TMT from four levels: productivity, TMT composition, adaptability and effectiveness. By use of the theory of FAHP and Rough Set, it builds up evaluation model of TMT system, and inspects the validity and effectiveness of index system and evaluation model of TMT system through the way of empirical study.

Abstract: Terahertz spectra of terbutaline sulfate in the range of 0.2 to 2.2 THz was obtained by THz time-domain spectroscopy. The discrete wavelet transform was applied to de-noising terahertz waveforms. The signal was decomposed into five layers by wavelet decomposition, and then the high-frequency noise signal was eliminated by wavelet reconstruction. Another try was through calculating the standard deviation of the noise signal by the 1-th level signals which got from wavelet decomposition, and then the soft threshold and hard threshold de-noising method was employed respectively. The robustness of these wavelet de-noising methods was testified in this paper, and the absorption and refraction spectra of terbutaline sulfate were got at last. The result of experiment indicts that wavelet can enhance the signal to noise ratio of system and this paper provides a new way for the detection of terbutaline sulfate.

Abstract: This paper briefly introduces the composition of central heating data transmission system which bases on 3G wireless networks and the realization of communication. The dates of temperature, flow and pressure, etc, are collected in remote heat-exchange station and are transmitted to dispatch center through 3G wireless network. Due to this, the remote monitoring for the whole heating system is implemented in the dispatch center, which solves the problems of being difficult to collect thermal parameters for the whole system and the unevenness of heat distribution. The result of operation indicates that the system is stable, and offers high regulation accuracy and is easily operated, which meets the requirements of long-term stable operation of remote monitoring.

Abstract: Stretchable conductors have more applications than traditional non-stretchable ones. Some of the examples can be the conductors in a bendable laptop or a bendable cell phone. This paper will focus on the manufacture of a stretchable conductor for the development of a pressure sensor system for the measurement of the body contact force of a tubular device with its environment, such as colonoscope. The conductor in this application will need to stretch up to 50% without the decrease of conductivity. The stretchable conductor is made by depositing a conductive material with good elasticity, such as gold trace, to a pre-stretched substrate, such a silicon rubber thin film. An Electron Beam Evaporator machine is used to make the deposition. Experimental results show that the conductivity of the conductor will keep unchanged even the stretch is up to 100%.

Abstract: In order to resolve the problem of data packets losing abruptly in opportunistic networks, a fault-tolerant transfer algorithm based on interweaving code is proposed. The algorithm includes two parts: one is used by nodes sending data and another is used by receiving nodes to recover lost data. When the packets are sent, interweaving idea is used to disperse the packets. When the packets are received, interpolation method is used to recover the sequence of lost packets based on the strong autocorrelation of transferred packet. Then, interpolation method is used to recover lost data.

Abstract: The traditional image denoising methods could effectively remove the noise. But the useful information in the detail abundant areas would be thrown off, and the edge appears mistiness. The search for efficient image denoising methods is still a valid challenge in image processing. This paper proposes a method for removing noise with keeping image detail in smoothness areas and detail abundant areas. The main focus of this paper is to define a general mathematical and experimental methodology to compare and classify classical image denoising algorithms. A bivariate rational interpolation with parameters is used in the algorithm. An interpolation surface is constructed using an image data as the interpolation data. According to the maximum and minimum membrane energy value of the interpolation surface, the noise pixel is detected. If it is a noise point, the value is replaced by the rank-ordered mean of the filter window and the membrane energy during noise removal. The experimental results demonstrate that the proposed method outperforms other conventional methods and recently proposed methods in reducing noise and retaining details.

Abstract: The background modeling method based on the Gaussian mixture model (GMM) is usually used to detect the moving objects in static background. But when applied to dynamic background, for example caused by camera jitter, the wrong detection rate of moving objects is high, and thus affects the follow-up tracking. In addition, the method with GMM can not effectively remove the moving objects shadow region. This paper proposes a moving object detection method based on GMM and visual saliency maps, which not only can remove the disturbance caused by camera jitter, but also can effectively solve the shadow problem and achieve stable moving objects detection.
