Abstract: The Rate-Distortion model, which denotes relations among distortion, bit rate and quantization parameter for a video sequence, is a crucial issue in rate control. The quadratic R-D model has been widely used in H.264/AVC rate control because of its high performance. Since the adoption of Rate Distortion Optimization in H.264/AVC, the rate control algorithm is more complex than that of previous standards. In this paper, we firstly analyze the model error of the quadratic model, and then calculate the prediction error of MAD in H.264/AVC based on theoretical derivation and extensive experiments, finally propose a linear MAD model to predict the current MAD. Experimental results demonstrate that the proposed linear model gains higher prediction accuracy than the quadratic model.

Abstract: Public emergencies about hygiene and society safety have been the major subjects in current public crisis management. Most of those emergencies exhibit a spatiotemporally evolutional feature. At the same time, Web has been the main source to publish and distribute information about such evolutional emergencies. Therefore, it has been a hot topic in public crisis management and emergency decision to automatically detect evolutional emergencies from the Web and provide early-warning in their early stages. This paper presents the definition of evolutional emergency, which is based on a spatiotemporal viewpoint. We analyze the state-of-the-arts of current research on the detection and early-warning of evolutional public emergencies, and explore the modeling issue of evolutional public emergencies. Then, a research framework for the detection and early-warning of evolutional public emergencies in the Web environment is proposed, which is expected to provide some new prospective for the study on public crisis management and emergency decision in the Web and information era.

Abstract: Historic stone materials have to deal with weathering. The desire to preserve cultural heritage created a wide variety of products to reduce the rate of stone decay and to strengthen decayed stone, but it is difficult to evaluate their protective efficiencies. In this paper, a simple preparation method of an imitation of weathering stone is reported. The imitation was prepared with calcium carbonate particles mixed with water. Then, using imitations as the consolidated objects, the consolidation efficiency of a novel biomimetic protectant was investigated. The experimental results indicate that the evaluation method is simple and feasible, and the selected protectant does perform a favorable function of consolidant. The characterization method is helpful in numerically giving some direct indications of the consolidation effectiveness.

Abstract: Both the reference image and original image are respectively decomposed into low-frequency components and high-frequency components by wavelet transform. Then, count the low-frequency components of the two images by margin calculation and select the PIF points to correct while the high-frequency components remain unchanged. Finally, reconstract the high-frequency components of discorrected original image and low-frequency components of corrected to get the corrected image. The method eliminates the radiation difference resulted from different time periods and save the radiation difference caused by the change of surface features themselves in the original image. The relative radiometric correction achieves a better effect, and can improve the accuracy of remote sensing dynamic monitoring.

Abstract: Knowledge management has entered into many organizations. However, because of the independent organizations' own hardware and software defects, knowledge management has no significant effect. Knowledge grid provides a strong foundation and a larger space for development of knowledge management. This paper discusses how knowledge grid can be applied into the enterprise knowledge management. From knowledge sharing and knowledge mining the paper builds the knowledge management architecture based on knowledge grid, which is expected to help the management systems and tools of large-scale enterprises’ informatization.

Abstract: Among various content-based image retrieval (CBIR) methods based on active learning, support vector machine(SVM) active learning is popular for its application to relevance feedback in CBIR. However, the regular SVM active learning has two main drawbacks when used for relevance feedback. Furthermore, it’s difficult to collect vast amounts of labeled data and easy for unlabeled data to image examples. Therefore, it is necessary to define conditions to utilize the unlabeled examples enough. This paper presented a method of medical images retrieval about semi-supervised learning based on SVM for relevance feedback in CBIR. This paper also introduced an algorithm about defining two learners, both learners are re-trained after every relevance feedback round, and then each of them gives every image in a rank. Experiments show that using semi-supervised learning idea in CBIR is beneficial, and the proposed method achieves better performance than some existing methods.

Abstract: Dynamic load balance is the critical pivotal role of network parallel and distributed computing. In order to solve the drawbacks of BP neural network, RBF neural network(RBFNN) is applied to dynamic load balance of network. And genetic algorithm is introduced and tried in optimizing the parameters of RBF neural network, the method is well suited for searching global optimal values. In the paper, genetic algorithm and RBF neural network (GA-RBFNN) is adopted to dynamic load balance of network. The cases are applied to study the ability of dynamic load balance. The experimental results indicate that GA- RBF neural network is better dynamic load balance method than BP neural network.

Abstract: The domain ontology introduces a new theory and method into information resources management. This paper firstly analyzes the existing circumstances and questions of information resources management; then it discusses the relationship between the domain ontology and the information resources management and the former can have tremendous impact on the latter; finally it puts forward the domain ontology-based information resources management system architecture.

Abstract: In order to solve the problems of difficulties and differences in expression existed in traditional information retrieval, this paper presents a personalized intelligent information retrieval entrance mechanism based on domain ontology, which takes full account of various types of users' domain knowledge level and provide relevant retrieval methods for guiding personalized information, makes all kinds of users in a particular query environment can fully and effectively express their queries intentions.
