Abstract: Environmental property right structure is an important factor influencing environment protection. The public property right attribute of the regional environmental resources determines the need of local government environmental regulation on the use of environmental resources. The government behavior is the main factor affecting the local government environmental regulation performance. Optimization of local government environmental regulation performance, needs to establish public choice mechanism and the administration accountability system, and reshape incentive and restraint mechanisms on the main local government officials.

Abstract: In Hongsibao District, a dry area in central Ningxia, resettlement includes the three main types of government-dominated resettlement, resettlement by voluntary migration and involuntary resettlement arising from project implementation for drought relief. This study proposes corresponding population migration mechanisms by analyzing the three types of population migration and their features, and makes discussions on the mechanism of action of climate change factors on population migration in order to provide a reference for improving the ability of mankind to respond to early warnings of climate change, adapt to climate change and manage risks related to climate change.

Abstract: This paper put forward the concept of elastic force of agro-environmental system, set up the evaluation model for elastic force of agro-environment system, and expounded systemically the relationship between agricultural mechanization and agro-environment. According to the result of evaluation and analysis on national agricultural mechanization and agro-environment, the environment-friendly new techniques of agricultural mechanization should be adopted in promoting rural sustainable development, which could make agricultural mechanization being compatible with agricultural environment, harmonizing with the nature in order to maintaining the stability of agro-ecological environment.

Abstract: When agricultural mechanization reached a certain level, it would replaced agricultural labors effectively to reduce the proportion of agricultural employees, change the urban-rural dual structure and restrain population growth, through the relationship was analyzed between agricultural mechanization and agricultural labors, natural population growth rate, the rural environment. However, inappropriate use of agricultural machinery may also cause some damage to agricultural environment, therefore, the techniques of environment-friendly agricultural mechanization should be adopted, which can make agricultural mechanization in harmony with the natural environment in order to maintain the ecological stability and achieve sustainable development.

Abstract: The chemical industry is the focus of circular economy construction, and the construction of evaluation index system of circular economy is an important work. In this paper, a circular economy evaluation index system that may be used for quantized evaluation for the chemical industry is established based on the previous research results, where the weight value of the index system is obtained by the AHP method. The rationality of the evaluation index system is verified through the case studies.

Abstract: The relative carrying capacity of resources methods was used to calculate the relative carrying capacity of land resources, the relative carrying capacity of economic resources and carrying capacity of integrated resource of Henan province during 1978-2008. Study shows that: carrying capacity of integrated resource of Henan province is overload, overloading population between 10.8 ~ 28.9 million, showing a "low - high - low" fluctuations; before 1996, land resources is the main capacity resources of Henan province, while economic resources become the main capacity resources from then on, mainly due to the decrease of indices of the carrying capacity of land resources. The key factors to restrict sustainable development in Henan province is a weak economic foundation and a large population, so Henan province should speed up economic development, enhance the carrying capacity of economic resources; control the rapid population growth, improve population quality, make great efforts to achieve sustainable development of resources, environmental, economic and population in Henan province

Abstract: The development of resource-based cities, resulting in the ecological environment and natural landscape has been severely damaged, take a direct impact on people's production and life. Resource-based urban ecological damage risks are topography, surface subsidence cracks, waste rock tailings, mine water pollution and other types. According to the ecological priority and local conditions, sustainable development, government regulation, public participation and market operation of the combining should be taken, and implement policies that will minimize the risk of ecological, eco-development to form a good pattern.

Abstract: The way users interact with products may strongly influence the environmental sustainability. It is significative to outline strategies from the perspectives of users. First,some fashional user_based design concepts were reviewd, and their shortcomings and disadvantages were futher analysed in today environmental sustainability context.Then taking into account of users behavior,emotion and concept impacts enacted throughout the use phase of products, a series of strategies were outlined,such as user-product relationship empathic design, service_based local common products design, edification design and participatory product redesign. These strategies will be helpful to prolong product lifecycle through establishing intimate emotion connection, reduce resource consumption through lowering the total amount of personal products,deeply change users’ daily behavior and enhance users’ environmental consciousness through educational function of product semiotic,and make users have a substantial role in product redesign to strengthen the reuse of the abandoned parts through open design and facilitating disassembly.

Abstract: It is an important strategic measure to realize the transformation of development mode of Chinese economy that constructing the ”Two Type society”. Hotel industry has been considered to be one of the high energy consumption and high waste disposal industry. Thus, how to reduce the energy consumption and protect the environment, become the problem that country's hotel industry must face, and "green hotel" construction is the effective way to solve the problem. To solve this problem, measures are as follows. strengthen the education of the staff and the hotel green consciousness atmosphere. implement objective assessment to make the hotel’s environment protection system perfect. foster hotel staff of good environmental protection habit and pay attention to the science of the green hotel environment. build the green hotel of the core region of the hotel. And the last is strengthening the matching work of the hotel facilities and reducing energy consumption in order to promote the positive circulation of the hotel.

Abstract: Under the background of building the “Resource-conserving and Environment-friendly” society in China, the paper studies the coordinated development status of economy and environment within whole nation and Xinjiang in the period of 2003 to 2007 years from the point of evaluation and forecasting dimensions. Hence, the paper constructs out the indexes systems of economy and environment at first, calculates out the Economic, environmental Development Indexes and comprehensive Development Indexes by utilizing the methodology of AHP in order to figure out the coordinational degree and the coordinated development degree of economy and environment of Xinjiang and whole nation. Under the basis of those works, taking the methodology of Grey correlation as a basic forecasting tool, this paper predicts the coordinated development degree of economy and environment in Xinjiang and whole nation during the “The twelfth five year planning period”. The final conclusion come out by this study shows that three kinds of development indexes of Xinjiang and whole nation are of increasing trends except the slight fluctuation existed in the environmental development indexes in Xinjiang, and this leads to the slight different development paths in the coordination degree and the coordinated development degree between Xinjiang and whole nation. From the results of prediction it is clear that the whole nation will be in a well coordinated development type in 2010 year but the Xinjiang will stay in a type of barely coordinated development stage. Therefore, the study suggests that the development of circular economy is the key path for realizing the coordinated development of economy and environment between Xinjiang and whole nation, and it suggest that only the circular economy might provide a feasible technological path and pattern for the harmonious relationship between human and nature and the coordinated development between economy and environment.
