Abstract: On the seventeenth National People's Congress of CPC, the strategic goal of the construction of ecological civilization was first proposed. The construction of ecological civilization is new requirement for our country to realize well-off society. From the meaning and nature of ecological civilization, this paper tries to establish an index system of ecological civilization in county administrative areas, which is composed by the environment, ecological economy, ecological community, ecological awareness and Eco-system and includes twenty-six representative indexes. At last this system is used combined with AHP method to evaluate the level of ecological civilization in Haian county Jiangsu province. The result shows that the integrated score of ecological civilization of Haian county in 2010 is 0.6373, indicating that the ecological civilization level is at the initial state. On the five sub-systems, the level of ecological awareness is poor and this is the major factor that limits the level of ecological civilization of Haian.

Study on Cycle Economic and Ecological Innovation System under the Perspective of Ecological Capital
Abstract: The nature of the circular economy is an ecological economy, and its smooth implementation need to have the ecological basis for the ecological capital stock to maintain non-decreasing. This paper first introduces the connotation of the cycle of economic and ecological innovation of the relevance of ecological capital and circulation of economic innovation, in order to determine the value orientation of the circular economy in the ecological capital of eco-innovation as a basis to build a cycle of economic and ecological innovation system.

Abstract: The feasibility of area ecological cooperation without government interaction, and the possibility of building up effective ecological cooperation mechanism are the main questions need to be studied for ecological construction and area harmonious development. This article used the game among upstream and downstream villages as an example, analyzed upstream and downstream village under static game of complete information, single stage game and repeated game model, and stated that the sanction among upstream and downstream ecological cooperation is very low without government interaction, however, this result can be remodeled at certain degree through changing the rules of the game and payoff matrix of both game side.

Abstract: Environmental Geo-technology involves not only the ecology but also the basic theory of environmental economics, management, control and monitoring aspects, so it is the ultimate goal that closes to the service the strategic policy of sustainable development of human economic system. Eco-tourism is a new form of tourism which is using a sustainable development as its guiding ideology, and it is the construction of ecological city of Shenyang is an important aspect. The paper combined with the request of Shenyang’s detailed condition, and then given some suggestions to improve the protection measures of Ecological environment by using geo-technology so that it can lead eco-tourism of Shenyang to the road of sustainable development.

Abstract: The Carbon Kuznets curves (CKC) were widely used to forecast the future trend and turning point of carbon emission. But some key factors which influence the carbon emission a lot were not taken into consideration. In this paper, industrial structure and urbanization were added as linear factors in the CKC and Beijing area was the research object. Three expansion equations, named industrial structure CKC (CKC-S), urbanization CKC (CKC-P) and double factors CKC (CKC-SP) , were put forward. The data was from 1980 to 2009. Finding indicated that an invented U-shaped relationship exists with GDP/capita and carbon emission made by per capita. The change of industrial structure and urbanization could affect the trend and turning point of carbon emission. For Beijing area, carbon emission made by per capita would reach the turning point after 5.5 years according to the CKC-SP, and the carbon emission made by per capita was about 2.43t. These Expansion equations also showed that more secondary industry output and more urban population would lead to a higher turning point. For Beijing area, the adjustment of industrial structure has little affection on emission reduction, other measures such as improving energy efficiency and reducing the emission from consumption activities should be taken to achieve the emission reduction targets.

Abstract: Agricultural development, especially agricultural production in mountain areas, is fundamentally linked to climatic conditions, so any changes in climate will necessarily affect agricultural development. China’s agriculture faces several development challenges including those linked to climate change. Climate change is threatening food production systems and therefore the livelihoods of hundreds of millions of people who depend on agriculture in China. Agriculture is the sector most vulnerable to climate change due to its high dependence on climate and weather and because people involved in agriculture tend to be poorer compared with urban residents. Consistent warming trends and more frequent and intense meteorological disasters have been observed across China in recent decades. In line with climate change across the whole country, it will require agricultural development to implement comprehensive mitigation and adaptation strategies.

Abstract: The ecological efficiency issue of 17 cities in Shandong Province in 2010 has been analyzed empirically and assessed in this article by means of Super-efficiency DEA model and Three-period DEA model. With comparative analysis, the current ecological efficiency development of all cities in Shandong Peninsular has been demonstrated, and the reasons caused the deficient ecological efficiency have been, from three aspects including exogenous factors, external environment, and stochastic error, worked out sufficiently, which can help the government to make decisions with reliable foundations, so as to guarantee to successfully achieve the goal of development project of Blue Economic Zone.

Abstract: Due to alteration and degradation of the environment, governments and citizens of Beijing are gradually embracing the concept of sustainable development. The theory of circular economy is regarded as an important way to build a resource-saving and environment-friendly society, so it becomes emphasized by the government. This paper presents an overview of the current situation of the circular economy in Beijing, provides a brief discussion on the future challenges and makes a number of feasible suggestions. In the period of "The Eleventh Five-Year Plan", Beijing attaches great importance to the work of developing circular economy. It achieved a remarkable improvement in key indicators such as energy and water consumption, pollution emission, efficiency of resources utilization and ecological indicators. Industrial structure, energy consumption structure and resource utilization are optimized to some extent, and related support system of circular economy is initially established. There are still some challenges cannot be ignored, the shortcomings and the lack of technologies, recycling systems, laws, regulations and policies and social awareness and participation are regarded to be the major challenges in the future. Targeting the status and challenge of the development of circular economy in Beijing, and some suggestions are recommended.

Abstract: The low carbon economy is the basic way to realize the sustainable development. At present, the comprehensive utilization of coal resources is the important content to promote the low carbon economy development. This paper analyzes the external conditions of coal resources comprehensive utilization. First, the economy development needs a large quantity of coal in China, and the coal-dominant energy consumption pattern will not change in the short term. Second, there is a certain delay in adjusting the industrial structure. Third, the sunk cost is higher in the transformation of coal industry. The paper believes that comprehensive utilization of coal resources is the important segment to promote the development of China's low carbon economy under the restriction of the objective conditions.
