Abstract: The government investment in the construction project general always use of the design budgetary estimate as the construction-agent charge fees foundation, and with reference to the owners management cost rate to calculate the construction-agent charge. By analyzing the composition of the construction-agent charge and the difference between the owners management cost and the construction-agent charge, studying of the composition and rates of construction-agent charge in various key cities nationwide in detail, pointing out the fact that the current generation of construction-agent charge rates are too low, and then established a system dynamics model and analyzed the relationship between a reasonable profit margins and project success rate dynamically. Pointed out the necessity of a reasonable profit margin, and make same recommendations accordingly.

Abstract: China and India are two of the worlds largest countries, sharing between them some 40% of the worlds population. They are also two of the worlds fastest growing economies. However, while China and India shared similar rates of growth into the 1990s China has pulled away and sustained significantly higher growth rates over the last two decades. This disparity is especially reflected in the growth rates for the Chinese and Indian construction and construction services sectors. Thus, the ability of China to consistently outperform India in construction is of interest. Theories on the determinants of national competitiveness suggest sources of sustained advantage. A list of factors was compiled and developed as a survey. Eighteen experts familiar with the construction industry in China and India responded to the survey. Overall, China and India are shown to have their own unique advantages, yet the number and strength of Chinese advantages is greater. While a survey instrument of this nature has its limitations, the findings offer practitioners and policy makers insights into the sources of national competitive advantage in construction for China and India.

Abstract: According to the characteristics of the engineering consulting industry, this paper builds engineering consulting firms core competitiveness evaluation index system, and uses fuzzy analytic hierarchy process (FAHP) to determine the indexes weight. We hope to provide a reference for the establishment of core competitiveness of the engineering consulting firm.

Abstract: More and more owners realized that design played an important role in project development. So design supervision staffs were employed by owners to achieve effective control of the design process in China. It was necessary for owners to get the objective evaluation of design supervision work in order to pay to supervision. Based on the service characteristic of design supervision, the service quality of design supervision was divided into four indicators as the quality of results, the quality of process, Software and hardware equipment and the supervision fee. These four indicators were divided into 20 small elements further. Then, SERQUAL method was introduced in order to get the results. The evaluation results could be used by owners and stakeholders involved in decision making.

Abstract: With more and more emerging contractors from developing economies struggling to enter the global market eagerly pursuing new jobs, both incumbent and new entrants have to confront a fierce market competition and suffer from a declining bargaining power when dealing with the owner. FIDIC contract conditions, although originally formulated to provide a relatively fair baseline in construction transaction setting are then often modified in favor of the owner in practice. This study identified and classified modifications in the turnkey contract of the Hai Phong Power Plant II project located in Hai Phong, Vietnam and assessed these modification categories in terms of frequency and risk allocation. The case study provided evidence and lessons-learned in association with contract modification and redesign regarding the widely applied FIDIC Silver Book conditions for academics, practitioners and professional associations involved in international construction business.

The Study on the Comprehensive Benefit of Public Buildings Based on Fuzzy Analytic Hierarchy Process
Abstract: According to the research status of the public buildings benefit evaluation, this thesis proposes that the evaluation should pay more attention to the comprehensive benefit. On this basis, a new evaluation model for the comprehensive benefit has been constructed by better using FAHP in this field, which has been proved by the Xuzhou Olympic Sports Center project. The research shows that applying FAHP to the public buildings benefit evaluation can make the result more reliable, which has good practicability and application value.

Abstract: Based on the study of layers of defense against a possible accident, the central position of inherent safety design was established. The opportunity for the inherent safety during engineering construction was analyzed. It is easier to realize the inherent safety with low cost during the early stage of design. The inherent safety design of engineering construction was divided into four stages, namely feasibility study, construction technological design, construction design and basic design, then their design strategies were discussed. Meanwhile, the process for inherent safety design during engineering construction was presented. The inherent safety level can be improved by many measures, such as site investigation research, the simplification and optimization of construction process, the balance of economy and construction safety, safer construction equipment design, etc.

Abstract: Through the universal application of information technology and intelligence tools, agricultural information not only promotes the development of traditional agriculture to modern agriculture, but also promotes the economic growth of urban agriculture based on rural service. With Beijing agricultural information development, we propose a non-weight agricultural information index model based on the analytic hierarchy process. The relationship of agricultural information and urban agricultural economic growth can make some positive measures to further accelerate the economic development of peri-urban agriculture.

Abstract: PPP project success not only depends on governmental credit and private sectors capability, but also relies on the scientific and reasonable evaluation in early decision-making stage. By thoroughly research on Singapore PPP project decision-making mechanism, deficiencies of current policy system, government supervision and evaluation mechanism in decision process of PPP project in china were summarized. Based on the findings, the proposal to improve legal framework, policy and regulation system, institutional settings, evaluation technique system as well as other aspects of PPP implementation were put forward.

Abstract: BIM application have an impact on the traditional project process more or less. The organizational theory of project management tells us, if diagnosing project management of a construction project, the first is to analyze its organization and processes, because the processes reflect the dynamic logical relationship of the various tasks of the project organization. This article is intended to investigate BIM application and its improvement of project organizational process, which is to provide a reference for BIM implementation planning.
