Abstract: This paper examined green building incentive policies in both China and the overseas from research and implementation. Based on analyzing overseas green building incentive policies, we can conclude that incentive policy for green building is advanced. Domestic researchers have conducted research from the perspectives of government function, external economy, comparison with foreign policies, supply and demand. This paper reviewed the implementation of green building incentive policies in China. We conclude that the policies and regulations in promoting green building development in China need to be developed. Finally, according to the development of green building in China, further research is needed on developing a system of incentive mechanism and evaluating the effect of incentive.

Abstract: The use of Value Engineering practices is employed in public works to reduce costs and increase value, with Value Engineering Study (VES) recommendation acceptance rates and total potential savings seen as the key performance indicators. VES success actually depends upon several interrelated factors that are usually beyond the influence of the implementing team, and are frequently disregarded, thus negatively impacting overall VES performance. Furthermore, VES performance is rarely subjected to objective outcome evaluations. This study presents an ANP-based VES Performance Assessment Model (VESPAM). The proposed model can enhance self-diagnosis, process improvement and team motivation for VES performance for public works projects.

Abstract: Approaching from the current situation of the talent structure of safety management in the modern construction enterprises, the author pointed out the relatively prominent contradictions of the talent structure of safety management in the construction enterprises currently by the methods of literature search and field research. Combining the experience of foreign talent training and proceeding with the point of talent structure optimize, the author pointed out a way out of training mode for optimizing the talent structure of safety management, that training applied talents in safety engineering, and training highly educated professionals with high titles in safety engineering for the upper design of the safety work by school-enterprise cooperation. The essay discussed the significance of the rational distribution and optimization of professional talent structure in safety engineering for the stable development of enterprises, which made some references to modern enterprises in the selection and training of safety talents, thus promoting the development of the safety management of construction enterprises.

Abstract: Self-organized criticality is an important theory widely used in various domain such as a variety of industrial accidents, power system, punctuated equilibrium in biology etc.. The Critical Group of the graph is mainly focused on the Abelian sandpile model of self-organized criticality, whose order is the number of spanning trees in the graph, and which is closely connected with the graph Laplacian matrix. In this paper, the main tools will be the computation for Smith normal form of an integer matrix, which can be achieved by the implementation of a series of row and column operations in the ring Ζ of integers. Hence, the structure of the critical group on the vertex corona is determined and it is shown that the Smith normal form is the direct sum of n (m-1)+1cyclic groups. Furthermore, it follows from Kirchooffs Matrix Tree Theorem that the number of spanning trees of the Graph is n (m+1)n (m-1).

Abstract: The site selection of China inland nuclear power station is key issue in its early preparations, and there are many issues which affect it. However, now the study of the site selection of inland nuclear power station limits to the discussion on its influence factors, and the lack of scientific evaluation method to evaluate the reasonableness of the site selection. This article firstly uses analytical hierarchy process to establish index system for inland nuclear station location; secondly establishes the evaluation model based on the grey comprehensive evaluation method; and finally applies the model to one location of a nuclear power station for instance, which confirm the feasibility of the model. The grey comprehensive evaluation of this article can provide scientific and effective evaluation method for the site selection of inland nuclear power station.

Abstract: This paper introduces a calculation method of engineering insurance rate based on engineering cost. The research has great significance for promoting the development of the engineering insurance and improving the exits project risk management model. The paper uses the modification method and the maximum possible loss method to calculate the engineering insurance rate. Firstly, the paper calculates the insurance rate of part project according to engineering costs and risks of each separated project, then gets the insurance rate of unit project through the weighted average of the proportion of part project costs. Similarly, it is available to get the insurance rate of other single project. Ultimately, the overall engineering insurance rate for the engineering project can be obtained.

Abstract: It is an important means to fulfill its functions that government invests projects, and is what the people's livelihood. Therefore, the governance for public projects is serious. Nowadays, there are many regulatory issues in China. This paper explores, compares and analyzes the governance framework of the developed countries, then find out the similarities and differences between them. Learning from their advanced ideas and methods, from the regulatory laws and regulations, regulatory bodies set up to find loopholes in supervision. Meanwhile, it gives implications about Chinas governance framework.

Abstract: Nowadays more and more organizations choose to set up knowledge networks to share knowledge or create new knowledge. Why organizations choose the way of setting up knowledge networks, a kind of inter-firm organization, instead of creating the knowledge by themselves or marketing transactions to obtain the needed knowledge is that the knowledge network can create and obtain new knowledge at the cost less than that of self-creation and market transactions. This article studies how the knowledge network can reduce the internal and inter-organizational knowledge transaction cost.
