Abstract: Next-generation cellular networks will provide higher cell capacity by adopting advanced physical layer techniques and bandwidth. In such networks, low throughput due to severe inter-cell interference and unbalanced user distributions among cells couldn’t be born. In this paper, we focus on solving this problem by adopting a novel self-adaptive handover parameters adjustment and load-balancing schemes in LTE systems. The core idea is to obtain the empirical data of network operations and the load distribution of the high load cell to carry out pre-adjustment between the high load cell and its neighbors. Accordingly, the effect of adjustment is evaluated and parameter adjustment strategy sets will be carried out to complete update based on results of the evaluation. The scheme could consume less networks resource and implement dynamic load balance effectively.

Abstract: A microfluidic multi-cylindric rapid micromixer is fabricated in the present paper. The key features in the presented MEMS-based microchannel design are (1) micro pump (2) Y-junction type channel (3) cylindric obstacle (4) notch with the edge of sharp teeth. Two different fluids (DI water and red ink) were pumped and injected into Y-type channel, and the fluids were broken-up by a cylindric obstacle in the center of tapered microchannel. The chaotic convection occurs in the mixing channel behind the cylindric obstacle. The mixing index is defined to qualify the mixing efficiency, which demonstrates the outlet notch with sharp teeth along the sidewall plays an important role for mixing effects. Abstract: This paper presents a Bayesian denoising method based on an anisotropic Markov Random Field (MRF) model in wavelet domain in order to improve the image denoising performance and reduce the computational complexity. The classical single-resolution image restoration method using MRFs and the maximum a posteriori (MAP) estimation is extended to the wavelet domain. To obtain the accurate MAP estimation, a novel anisotropic MRF model is proposed under this framework. As compared to the simple isotropic MRF model, this new model can capture the intrascale dependencies of wavelet coefficients significantly better. Simulation results demonstrate our proposed method has a good denoising performance while reducing the computational complexity.

Abstract: To improve the antifouling property of PP membrane, a series of amphoteric charged membranes was prepared by the introduction of cysteine on polypropylene membrane. The modified membrane presents higher water flux than original membrane due to the improved hydrophilicity. It was proved by zeta potential that modified membrane inherited the amphoteric characteristic from cysteine. The isoelectric point of modified membranes are at pH 7.2 and 6.5 for 7.6% and 16.1% grafted membranes respectively. Due to the amphoteric characteristic of both modified membrane and BSA, electrical repulsion exsists among grafting chains and BSA in acid and alkaline solution. As a result, modified membranes have much lower adsorption amount of BSA than original PP membrane. Moreover, modified membranes show obvious antifouling property to BSA, due to the improved hydrophilicity of membrane and the electrical repulsion between BSA and membrane. Therefore, the amphoteric charged membranes modified by cysteine show great potential to resist protein fouling in a wide range of pH.

Abstract: For the studies on the innovation capability, there are many limitations in using traditional statistical techniques. The grey system theory proposed in this paper is to supplement the limitations of using traditional techniques and it is more suitable to figure out the significance of influencing factors for facilitating innovation capability. Based on the statistical data from Chinese high-tech industries, over the period 2006-2008, this paper used fifteen indicators affecting the innovation capability, and it applied grey relational analysis to find out the significant factors. The results show that expenditure and persons engaged in science and technology activities are the significant factors affecting innovation capability within Chinese high-tech industries, and the efficiency for input-output of resources is less significant factor, which implies that the efficiency for input-output within Chinese high-tech industries is lower, and its effect to facilitate Chinese high-tech industrial innovation capability is insignificant. In order to facilitate Chinese high-tech industrial innovation capability, the government and enterprises should pay enough attentions to not only the expenditure and personnel engaged in science and technology activities, but also enhancing the efficiency for input-output of technology resources.

Abstract: With the economic globalization and entry’s into World Trade Organization (WTO), human capital pricing has been great strategy fulcrum of Chinese economic growth gradually. At present, sufficient theory guidance on human capital pricing can not be supplied because of studies on human capital pricing is underway stage. This paper, based on the international studies on human capital pricing, analyzes practice of human capital pricing within Chinese aeronautical manufacturers via statistical analysis by the usage of Statistic Product of Science and Society (SPSS). It aims to identify key factors of human capital pricing in China, which can provide decision support for Chinese aeronautical manufacturers.

Abstract: Digital sport video segmentation is an active area of research. And such an efficient sport video segmentation system is necessary. The system employs the feature-based motion estimator to estimate the video motion model parameters. Thus, we can use the result to compose the panorama. Project frames with motion parameters, the corresponding frames were connected and then stitched into a panoramic image according to infer the frames on a 2D manifold. For accurate alignment, we iterate between the motion estimator and topology determination to optimized parameters. Accuracy panorama composition is implemented to redress the error accumulation and achieve the pixel combination. After that, for the purpose of removing the foreground objects, we use the panorama estimation process. At last, we determine the sportsman segmentation masks that are the final output of the segmentation system. The test results showed that the proposed system is efficient.

Abstract: Laser Metal Deposition Shaping (LMDS) is a Rapid Manufacturing (RM) process that can be classified under the area of layered manufacturing techniques, where parts are built in layers. Parts of any complexity can be built directly from the 3D CAD model without much human intervention and requires minimum post-processing. In fact, LMDS technique can be recognized as multilayer laser cladding. Accordingly, it is necessary to perform the elementary laser cladding experiments with common metal powder so as to better understand the LMDS process. Then the characteristics of microstructure, composition and phase of as-deposited clads were analyzed through SEM and XRD, as well as relative model. The results prove that the microstructure of 316 stainless steel deposits is composed of the slender dendrites growing epitaxially from the substrate, and the composition is uniform without obvious segregation. Besides, it can be deduced from XRD diagram that the microstructure is composed of mono-phase γ.
