Abstract: Circular economy has important meaning to economic growth changing and sustainable realizing. This article bring forward that the evolution motive mechanism of circular economy came from natural forces and economy forces, and the main evolution barrier is incomplete price mechanism of natural resource. This article bring forward that government should establish complete price mechanism of natural resource by rules so that can realize the sustainable development, and bring forward that we should calculate natural resource value by emergy analyzing method and analyzed the running trend of macro economy after natural resource re-pricing.

Abstract: Based on set pair analysis theory, synthetic assessment method with nonlinear membership function and systematic procedure are developed in this paper. A relation degree function is presented for different evaluation index with sea water quality assessment. The set pair analysis method works well in one building site of Bohai Bay. This shows the set pair analysis method has advantages of concision and easy-operation, and nonlinear membership function can improve membership degree of evaluation index, so the assessment results are credible.

Abstract: Species Distribution Characteristics of heavy metal elements, like copper (Cu), zinc (Zn), cadmium (Cd) and lead (Pb), in the sediment of the Tonghuihe River were studied. The results reveal that there are much difference for each heavy metal, wherein the zinc and lead exists mainly in residual form; copper exist in FeMnOx and carbonates; cadmium mainly exists as exchangeable and carbonates forms, while its residual form content is much less. And the potential pollution risks resulted from heavy metal in the sediments were evaluated respectively by Index of Geo-accumulation (Igeo) and the Potential Ecological Index (RI). It is concluded that the degree of contamination evaluated using the Igeo method is Zn>Cu>Cd>Pb; and the results assessed by RI reveal that the potential contamination risk is Cd>Cu>Pb>Zn.

Abstract: This paper proposed an improved wavelet network model (WNM) which combined with genetic algorithm (GA) to forecast groundwater level, GA is used to determine the weights and parameters of WNM, which can avoid encountering the curse of dimensionality and overcome the shortage in the responding speed and learning ability brought about by the traditional models. Compared to WNM, our results show that the GA-WNM predictor can reduce significantly both relative mean errors and root mean squared errors of predicted groundwater level. We demonstrate the feasibility of applying GA-WNM in groundwater level prediction and prove that GA-WNM is applicable and performs well for groundwater data analysis.

Abstract: The environment problem in Hei River Basin of Northwestern China, which was caused by the interactions of natural and human systems, was very complex. Only the development and application of integrated tools could we better describe and analyse the ongoing process. In this paper, we introduced the Spatial Modeling Environment (SME) as a powerful tool to simplify the integrated model building. After describing the funtion and architecture of SME, we discussed its application perspective in Hei River Basin. It appeared that in order to achieve an integrated ecologicl economic model which could explore the endogenous interaction between socio-economic and ecological dynamics, researchers should identify the main human factors and spatialize them to make natural and human factors have an identical and fixed spatial-temporal scale. The work of identifying human factors in environment impact assesement was very complex. We introduced the IPAT identity as a useful freamwork for identifying the main human factors.

Abstract: Environmental group events is a new social contradiction in China's economic construction era. In recent years, those events are becoming more and more serious. To provide a theoretical basis for reducing the probability of the incident and rationally resolving incident, studied the main reasons, characteristics and control measures of environmental group events. The main characteristics include relatively complex contradictions, imitative strong, long-time management cycle and occurred in the suburbs and rural areas. The main countermeasure as follow: enhance participating consciousness of resident, enhance environmental monitoring, enhance risk examination, develop environmental risky assurance, and consummating environmental pollution case.

Abstract: Near-infrared spectroscopy (NIR) analytical technique is simple, fast and low cost, making neither pollution nor damage to the samples, and can determine many components simultaneously. Continuous wavelet transform (CWT), as an application direction of the wavelet analysis, is keener to the signal slight change. Support vector machine (SVM) is based on the principle of structural risk minimization, which makes SVM has better generalization ability than other traditional learning machines that are based on the learning principle of empirical risk minimization. In this paper, we use CWT- SVM model to predict meat’s component. Compared with Partial Least Squares (PLS) and SVR, we get more satisfactory result.

Abstract: Hydroponic experiments were carried out to study the effects of cell division inhibitor (Maleic hydrazide MH) and protein synthesis inhibitor(Cycloheximide CHI)on Cd accumulation in Tagetes erecta L and their possible mechanisms. Seedlings were exposed to 4 mmol L-1 MH or 3 µmol L-1 CHI in 0.1 mg L-1 Cd-containing solution for 3 days. After treatment, the Cd content in leaves was significantly (P<0.05) reduced under MH or CHI treatment, which was consistent with the decreased soluble protein contents in leaves, suggesting that protein synthesis plays a role in Cd accumulation in leaves of Tagetes erecta L. Both of the plant growth inhibitors led to increased Cd contents in roots compared with the control, corresponding with increased GSH, Cys or γEC content under MH or CHI treatment, indicating that those S-containing compounds may be related to the increased Cd content in roots under the plant growth inhibitor treatments. On the other hand, the two inhibitors increased the citric acid content in all the tissues of Tagetes erecta L except for that in leaves under CHI treatment. All the results suggest that protein synthesis may be responsible for Cd accumulation in leaves of Tagetes erecta L, while the S-containing compounds and organic acids are associated with Cd absorption in roots of Tagetes erecta L.

Abstract: It has a far-reaching impact on agro-ecological environment and socio-economic sustainable development to control pollution in agricultural production. This paper took the pollution of agricultural production as the research object, analyzed the background and functions of tradable emission permit, the conditions of tradable emission permit in agricultural production, and then carried out a numerical analysis. The result indicates the application of tradable emission permit in agricultural production can save the cost of agricultural production and protect the environment effectively. Finally this paper studied advantages and disadvantages of establishing tradable emission permit system in agricultural production, and pointed out government should play its significant role in the process of establishment of tradable emission permit system in agricultural production.

Abstract: Nanotechnologies and nanoparticles represent a promising and fast-growing field. This is principally because a nanodimensional substance can have physical and chemical properties that are different from those of the same substance with larger dimensions. However, the present knowledge is not yet sufficient for the elaboration of nanospecific regulations. Many projects with the aim of completing the necessary scientific and technical basis for the assessment of nanotechnology related risks are under way. Under these circumstances closely relationship between the industries and government bodies is necessary to build up safety standards or regulations by all stakeholders constitute an appropriate tool for the protection of human health and the environment.
