Abstract: Based on the system analysis on the Government Public Information Resource Allocation Mechanism, this paper utilizes the Rate-Variable Fundamental In-tree Modeling method, establishes the structure model effectively depicting the Public Information Resource Allocation Mechanism. Utilizing the X-0-1 determinant feedback archetype calculating method put forward by the author, this paper calculates the system minimal based model set, through the analysis on the minimal based model, generates the corresponding management countermeasures perfecting the Public Information Resource Allocation Mechanism and realizes the purpose of analyzing Public Information Resource Allocation Mechanism effectively utilizing system science method.

Abstract: An output prediction method based on state space model is proposed to overcome the poor reliability of the prediction method that does not use system model. The open-loop state observer is established based on the system state space model. Then the output prediction model is built in which the prediction error is used as input and a correction module is also contained. The module is used to correct the prediction error, and then the current predicted output can be obtained by the model from the delayed output. At last, a wide-area damping controller in power systems based on output prediction is designed to verify the effectiveness of the method.

Abstract: EtherNet/IP is a superior mainstream industrial EtherNet which defines an open industrial standard and combines traditional EtherNet with industrial protocol, according to these advantages EtherNet/IP has a good prospect for development. In this paper the structure of EtherNet/IP protocol is analyzed, and the mainly EtherNet/IP data communication mechanism is discussed. The development method of EtherNet/IP communication software under Linux operating system is given. By using PCU - ETHIO board as experimental equipment, some experiments are carried out. The result of experiment has confirmed that, the research of EtherNet/IP data communication mechanism and the development scheme of EtherNet/IP communication implementation proposed in this paper are correct and effective.

Abstract: Isomap is a classic and efficient manifold learning algorithm, which aims at finding the intrinsic structure hidden in high dimensional data. Only deficiency appeared in this algorithm is that it requires user to input a free parameter k which is closely related to the success of unfolding the true intrinsic structure and the algorithm’s topological stability. Here, we propose a novel and simple k-nn based concept: natural nearest neighbor (3N), which is independent of parameter k, so as to addressing the longstanding problem of how to automatically choosing the only free parameter k in manifold learning algorithms so far, and implementing completely unsupervised learning algorithm 3N-Isomap for nonlinear dimensionality reduction without the use of any priori information about the intrinsic structure. Experiment results show that 3N-Isomap is a more practical and simple algorithm than Isomap.

Abstract: In this paper, based on the philosophical thinking of `On Contradiction', we propose a method to the system synthesis for a kind of uncertain networked systems which are composed of some heteromorphic subsystems. We call it the stripping principle. Based on the principle, we design, for each node, the integral feedback with variable gain so that it can remove or eliminate the interconnected parts, uncertainties and disturbances. Then we translate the problem of networked control into that of decentralized control. So we need only to consider the synthesis for each of the subsystems respectively without concerning the influence of the non-principal factors. Therefore, with little restrictions to the networked system and using simple control structure, we can get satisfactory control results even for systems which are with non-smooth components. The theoretical analysis and simulation results are shown to indicate the effectiveness of the proposed method.

Abstract: The technologies of artificial neural networks can be used to complete information processing of the networks through the interaction of neural cells. The mappings of the stimuli effects and the input and output estimates are obtained via combinations of nonlinear functions. This offers the advantages of self-learning, self-organization, self-adaptation and fault tolerance. It also has the possibility of use in applications for petroleum pipeline leakage forecasting. First we use the flow of the inlet in the pipe as input, and the flow of the outlet in the pipe as output to build a artificial neural network for diagnosing the pipe. This method has been shown to offer better results in performance and efficiency. It is expected that the application of this system will increase sensitivity and further increase petroleum pipeline leakage forecasting performance.

Abstract: With the wide penetration of broadband access, it is desirable to provide supporting user interactivity services such as Video-on-Demand (VoD). However, this introduces a challenge on how to efficiently support Video Cassette Recording (VCR) functions for VoD services in Peer-to-Peer (P2P) network. In this paper, we propose a locality-aware peer searching algorithm, called LAPS. In LAPS, peers are distributed in various areas by its physical location. For each peer, it could implement relocation of forward seek based on neighbors’ and trackers’ information. To decrease the backbone load, LAPS dedicated to download media content from local area. We explore several key issues in LAPS including overlay organization, three various situations of forward seek with neighbor circle. We evaluate its performance through simulations and compare it with existed system. The results show that LAPS is superior to a previous scheme in terms of latency and backbone load.

Abstract: This paper introduces an integral part of engineering information management and information management system development and applications in engineering project. It points out that highly developed network of information technology can realize monitoring important parts and process of project in the video. Information management system copies with complex information to identify and summarize the different categories then issues for works to provide accurate and timely information to achieve objectives of project management. It will also have a profound impact on promoting the construction of process standardization and improving the quality of the project.

Abstract: Mine hoist shoulder important transport tasks. Through the analysis of the main circuit of mine hoist, this paper studies out ASCS digital DC speed control system whose core is microprocessor and whose hardware part constitutes digital trigger and double closed loop system. The software part not only achieves the system's digital PI regulator, logic switching, digital trigger phase shift, pulse channel selection and pulse width setting, but also realizes the systematic detection, monitoring, fault diagnosis, which improves the control precision and work stability of the system.

Abstract: This paper deals with a class of hyperbolic thermo-plastic material equation. The equation includes a reaction-diffusion-taxis partial differential equation, a reaction-diffusion partial differential equation. In the actual course of the discussion, we append a motility term in the equation. Then, the existence of unique global strong solution is proved using the theory of fractional powers of analytic semi group generators to new equation.
